Parker is the personification of the friendly sounding acronym, PIP (Personal Independence Payment). The film follows a day in the life of Parker, a disability benefits assessor, who takes disturbing pleasure in his work. Fulfilling his dream to rid the world of disabled people, Parker relishes the hardship, violence, and poverty he finds etched into the lives he encounters. Every rejected application, every life made a little harder, is all part of the game. And Steve Parker is winning. But fate has a brutal sense of irony.
